Prime Minister Narendra Modi has some fresh directives for the MPs of the Bharatiya Janata Party (BJP). The Prime Minister has reportedly asked his MPs to stop touching feets of senior leaders, and be well prepared before speaking in the House.

According to reports, Modi has also asked party MPs to be regular in Parliament and do their homework. The Prime Minister issued these directives to the MPs during the BJP Parliamentary party meeting.
The direction by the Prime Minister to stop greeting senior leaders by touching their feet is being seen as an attempt to put an end to what is seen as a culture of sycophancy.

This comes two days after Modi, in an apparent attempt to empower his Ministers of State by allocating clear responsibilities, asked his Cabinet ministers to give details on the “distribution of work” at the “earliest”.
In a note sent to the Cabinet ministers, the Prime Minister’s Office (PMO) has said, “It is requested that the distribution of work between the Hon’ble Ministers of State in your Ministry kindly be sent to this office at the earliest.”

Sounding a word of caution to ruling BJP MPs, Modi on Friday asked them to remain connected to the ground and not let any complacency eclipse the party’s performance which catapulted it to power.

In a clear message to his party’s newly-elected lawmakers, Modi said as BJP was no longer in the opposition, its MPs had a far bigger responsibility in taking the message of the government to the grassroots level and highlight its programmes.

In his 20-minute speech in the Central Hall of Parliament, Modi exhorted the MPs to remain in touch with the people at the grassroots and not lower their guard.

The Prime Minister also asked them to help in the smooth running of the House and attend the sessions of Parliament full-time while maintaining its dignity.

Sources said the Prime Minister also asked the MPs not to talk to the media as spokespersons of the party but raise the issues of their own area and constituency with them instead.

He also urged them to come armed with knowledge and do their homework properly before participating in Parliament debates.

He said being present during debates will be a good learning ground for them on various issues.  BJP patriarch L K Advani, in his address, also asked BJP MPs to continue to work for the welfare of the common people and consolidate on the gains as the party had come a long way from mere two MPs to the 282-member strong force with a majority of its own in the 2014 Lok Sabha election.

BJP President and Home Minister Rajnath Singh also welcomed the new party MPs and asked them to work hard for further success of the party and uplift of common people.

My Opinion:

Even on visit of a top bank official , crores of rupees are spent and hundreds of man hours are wasted in managing visit of a top bank official at a place by subordinates but unfortunately after wasting their valuable energy in flattery and late sitting ,majority of the juniors do not have adequate time left and do not have enough energy left so that he or she can use available knowledge to serve their organisation in profitable manner .

It is all because top officials want only flattery and bribery from their juniors and not the real performance at field level.

Similarly VIPs in all government offices aspire to receive grand welcome by their subordinates when they visit their locations, not the real output for which juniors are meant for.

India is sick only because of this flattery culture. Workers are least bothered of their performance because they know it will not bear any fruit even if they work hard. But if they become number one Yes Man of boss , he may get even what is normally impossible. If the boss is happy , promotion and posting may be as per choice otherwise one has to face music as Mr. Khemka or Ms Durga Nagpal like IAS officers face.

Arbitrary Promotion and whimsical transfer is the root cause of rampant corruption and culture of flattery to superiors. Culture of flattery to bosses and tendency to become Yesman of Ministers, MPs and MLAs is the root cause of all maladies prevailing in the society. Every employee in our country knows the bitter truth that only those who know the art of telling “Yes Sir’’ on every right or wrong acts of boss and who are perfect yesmen of bosses can only get elevation in their career and get cream and comfortable posting.

Most of MLS, MP and Ministers have accumulated properties worth many crores of rupees because they are perfect Hes-man oif their High command. Department of vigilance or CBI or Anti corruption cell or Economic offenders cell are silent spectators only because they re birds of same feather.

So many IAS and IPS officers have been found indulged in corrupt practices only because they have got the blessings of their mentor Ministers.

So many bank officers and executives have properties worth crores of rupees, which is far more than their total earning in their entire tenure. It is possible only because there is practically none to look into corrupt practices prevailing in the bank at higher level.

When Head of any department or office is corrupt, or when any minister in the government is corrupt it will be foolish to imagine of healthy culture down the line.


It is very difficult to survive with dignity when the boss is corrupt and when boss likes flattery.


Only when boss loves real performance, employees feel delighted in working sincerely.

When real performers are awarded, there will be positive motivation. On the contrary if corrupt is promoted and given good posting, it is but natural that people will be tempted to toe the line of boss even if it is wrong and unethical and against the interest of the organization

As long as we are unable to provide a reasoning based transfer and merit based promotion and as long as the wrong doers are not punished by either head of the department or by the courts we cannot imagine of stopping corrupt practices prevailing in the system and spreading like cancer in the society.

Old proverb survival for the fittest no more holds good. Now a days survival is possible only for the person who is well versed in flattery to bosses, who can earn money through ill methods and share the same with his bosses.

The bitter truth is that there is no foolproof method of providing perfectly merit-based promotion or seniority based promotion in any office. None of the promotion processes can ensure justice to all, justice to the organization and discomfort to none as long as the person responsible for carrying out the promotion process is dishonest and corrupt. When protectors become destructors, damage to society cannot be stopped,

One easy way to stop whimsical transfer and arbitrary promotion is to maintain transparency and abolish the requirement of passing through Interview for existing employees for getting promotion. Interview is such a test where Interviewers can easily spoil the candidate’s career.

During interview, key role is played by elements like bribe, gift, sources, godfathers, and flattery possessed by employee whose performance is assessed during interview. When Interviewer desires to promote an employee he raises easy questions or do not raise any question and give higher marks and on the contrary he may raises toughest and irrelevant questions before the candidate to reject him in the promotion process.

The interviewer as per his whims and fancies gives marks for interview and unfortunately there is no method to penalize such malicious interviewers or the interview team made of birds of the same feather. There is hardly any place for merit in the mind of Interview panel and this why whimsical promotions take place and a reign of injustice and that of corruption spreads like epidemic and is followed by inefficiency, frustration, depression and what not.

Last but not the least; our courts cannot deliver justice in decades. This eliminates the fear from the minds of interviewer and the aggrieved employee is constrained to bear with the rejection in promotion process. Justice delayed is justice denied. And when there is no hope of justice even from court, aggrieved person in promotion process is left with no alternative other than digesting the poison of injustice.

It is an open secret in our society that victim is afraid of lodging complain in police department against any type of criminal. Not to speak of promotions, management can torture an employee by using his power of transfer and posting an employee in the name of exigencies as per his sweet will.

I therefore request you to take immediate steps to ensure merit based transparent promotion and reasoning based transfers and posting in all offices. Only one remedy to cure disease of corruption is to award honest performers and sideline corrupt performers. Only the bearer knows where the shoe pinches is a right proverb in this regard.

IN BANKING INDUSTRY THERE ARE HUNDREDS OF OFFICERS WHO ARE FACING TRANSFER EVEN TWICE OR THRICE A YEAR WHEREAS OFFICERS SITTING IN METROS ARE SITTING IN ONE TOWN SINCE JOINING SAY FOR TWO OR THREE DECADES.

EVEN POLICY OF RURAL POSTING IS MISUSED BY THE MANAGEMENT TO ISOLATE those Officers who are not FLATTERERS .

EVEN POLICY OF POSTING OUTSIDE STATE AFTER PROMOTION IS MISUSED TO FAVOUR THE PEOPLE OF WEST BENGAL OR THAT OF MAHARASHTRA.

POLICY OF NORTH EAST POSTING IS USED TO ISOLATE who are not FLATTERERS.
POLICY OF TRANSFER FOR NON PERFORMERS IS ALSO USED BY THE EXECUTIVE TO KEEP NON FLATTERES AWAY.

NOWHERE AND NONE OF POLICIES ARE USED TO PROMOTE THE CULTURE OF PERFORMANCE.

AS SUCH IT IS COMPARATIVELY BENEFICIAL TO ELIMINATE THE ELEMENTS OF DISCRETION OR DISCRIMINATION IN THE INTERNAL PROMOTION PROCESS AND TRANSFER POLICY.THE MORE TRANSPARENT WILL BE THE POLICIES , THE LESS WILL BE QUANTUM OF FLATTERY IN THE MIND OF WORKING OFFICERS.

EXECUTIVES WHO ARE INDULGED IN CORRUPT PRACTICES WHILE RELEASING ORDER OF TRANSFER OF PUTTING THEIR SIGNATURE ON PROMOTION ORDERS MUST BE SUITABLY PUNISHED SO THAT RECURRENCE OF SUCH MALPRACTICE DO NOT TAKE PLACE.
JUSTICE DELAYED IS JUSTICE DENIED.


One CANNOT IGNORE THE RESENTMENT, FRUSTRATION AND DEPRESSION PREVAILING IN THE FIELD LEVEL FOR LONG WITHOUT INVITING STRIKE AND LARGE SCALE REVOLT AND RAMPAGE

Role OF Flattery And Bribery In Promotion AND Posting

Many Bansal Titled Persons had been Picked Up For Various  Key Posts during the tenure of Mr. Pawan Bansal in Finance and In Railway Ministry--This Happens In India Only---Promotion depends On Flattery AND Bribery to A Great Extent.  If CBI dares initiate investigation into promotion process of all public sector banks, the startling scam in promotion will surface and many key bankers will be exposed. Let us see what happens in future. 

At least one point is crystal clear that as long as Person like Manmohan Singh IS PM of the country, corruption cannot be checked, terrorism cannot be contained, price rise cannot be controlled, and foreign enemy may fearlessly intrude into Indian Territory and what not. In the age of flattery and bribery, persons like Lalu, Nitish , Thakre did  not stop in putting crown of honesty on the head of Pawan Bansal even after the expose of Bribery in Railway General Manager's episode.

As a matter of fact, as long as a person is in power, majority of persons prefer worshiping and flattery to such powerful person and very few dare speaking bitter truth and negligibly few has courage to say spade a spade. Lalu was treated as Master in Management as long as he was in power despite his involvement in Chara Ghotala.

In Indian context, if a person or group or a company or an organization has to get a work done from any government office or bank, he has to first develop 'SETTING' in that department. It is by way of Setting only that Vadra could grab hundreds of plots of land and Khemka could be transferred to shunting place and insignificant post. There are hundreds of officials in banks or in the administration where honest IAS officers and IPS officers are subjected to torture and humiliation by top bosses if they prefer sticking to their honesty and law abiding characteristics. In the name of merit , corrupt ministers and corrupt powerful officials do not hesitate in rape of merit .

Setting means to have good relation with a few staff of that department. Setting Staff may be a peon, a manager, an executive or departmental head or the officials of concerned ministry or powerful politicians who has close relation with that department. 

Relation is first initiated directly or indirectly through some middlemen through flattery and then developed by bribery. Flattery and bribery taken together forms the master key which can open any strong lock.

Bribery may be of three types depending on the nature and character of the person with whom setting has to be developed. These three powerful weapons are WINE, WEALTH and WOMAN called as WWW in public domain. And When www is applied on any minister or department head, indications of success in ill-motivated task are received through invisible signals emanating from lip movement, eye posture, facial expression and sometimes by verbal concurrence of the powerful persons .Bribe reaches the targeted person in several way and in ninety percent of the cases, bribe taker does not leave any evidence behind. Bribe game is played in a very clever way and for this one does not need any MBA degree. This is why person like Pawan Bansal and his blind followers and flatters boldly say that Pawan Bansal is innocent.

Every common men knows very well that it is not easy to get his work done in any government department without having setting in that office with someone or the other. If setting is lacking, one may run from pillar to post for years together, but there is no guarantee that his or her work will be done.

When the work is not done in lawful and proper manner, the common men develops frustration and become ready to use any improper or illegal ways to achieve success in his target work. Though there are many banners, quotations painted on walls of the office, hoardings, preaching, giving the message that honesty is the best policy, but the bitter truth is that dishonesty is the best policy in Indian context.

If a person has to take a loan of say a few lac of rupees from a bank he will first develop relation with and then motivate a field officer or loan officer. He has to development similar relation with Branch head if the loan sought is to the tune of a few crores of rupees. He has to develop good relation with Regional Head or Circle Head Or Zonal Head if his requirement of loan in more than 10 or 20 crores and he has to have good rapport with a few General Manager, Deputy General Manager , Executive Director or CMD posted in Head Office, Minister, RBI Officials etc  if the loan requirement is to the tune of hundreds of crores of rupees. 

Similarly to get a Low Income Certificate a person has to buy a staff of Circle office and to get a pollution free certificate an industrialist has to buy a staff of Pollution department. One has to motivate a drug inspector if he has to start business in medicine. And so on....

Without SETTING, it is hard nut to crack. One has to be a good manager and a good manipulator than to be a good performer a perfect law abiding citizen 

Many positive minded persons or who are supporter of corrupt culture will always try to blame the bribe giver. He never accepts the theory that a bribe giver offers bribe only under compulsion and never by choice. Bribe giver has very little options if he has to get his work done in legal and proper way.

But bribe taker has the power and expertise in art of taking bribe and he forces the common men to succumb to his delaying tactics and become ready to blindly follow the bribe culture. When the head of any office corrupt, entire team is tuned to that culture and very smoothly paper moves with the lubricant of bribe and flattery.

Pawan Bansal is not an isolated example of flattery and bribery, the bitter truth is that the culture is prevalent in all Ministries and in all departments. 
CBI, CVC, Anti corruption Bureau etc all are follower of the same culture. 

I however salute Mr. Ranjit Sinha ,Director CBI who has at least made an historic example in 65 years of freedom by forcing two ruling and powerful ministers to submit his resignation. But the real remedy does not lie in only resignation, but on real and severest punishment to such ministers so that message may enter into minds of every evil doer. 

I have been writing for year together that  if any government or any departmental head has to make his office corruption free, he has to and he must ensure by his action that flattery and bribery has go no value . Rules and laws are to be framed in such a way that it abolished all scope of discrimination. 

Arvind Kejriwal, Kiren Bedi ,Anna Hazare and Ramdeo like persons did a lot during last two three years to make CBI free from clutches of Government  and for establishment of strong Jan Lokpal but unfortunately they  were targeted by government officials and none of the politicians came boldly in favour of their movement. Arvind Team rightly claim that if strong Lokpal is set up, most of ministers will be sent to jail. And the officers of many departments will face the same music of Strong Jan Lokpal. If India is to be saved , the people of India and specially the politicians have to understand the value of ethics and to make all efforts to enforce the principles of justice for common men.
